The cost for licensing unaltered or fertile pets is higher than for licensing spayed or neutered pets in order to promote sterilization and to reduce pet overpopulation.


Due Date

Payment for your license is due upon expiration of your current license. If you are licensing for the first time, you must purchase a license within 15 days of obtaining a pet over the age of 4 months or within 15 days of moving into Santa Ana.

A penalty fee is added to the license fee if your license is not purchased or renewed by the due date. The penalty fee is $48 and accumulates annually. To avoid the assessment of a $48 penalty fee, please remit the payment and/or rabies certificate, if required, by the due date. A penalty fee may be assessed for the following reasons: late payment, revaccination of the dog after the rabies expiration date, or failure to provide the rabies vaccination certificate.


Payment Options

You may license by mail and pay for your license with a check or money order made payable to "City of Santa Ana.”

You may license online and pay for your license with a major credit card. A convenience fee will apply per transaction. Multiple pets can be licensed in one transaction.


Required Paperwork
  1. A current rabies vaccination certificate is required if the rabies vaccination on file has expired or will be expiring soon. Please check your certificate for correct address and pet information.
  2. Proof of spay/neuter, such as a signed statement from a veterinarian or an invoice for services, is required if the pet has been altered since the last licensing period and you are applying for the lower spayed/neutered license fee.
  3. Proof of age, such as a copy of your driver’s license, state ID card, passport or matricula consular, is required to receive the discounted fees for senior citizens age 65 and over.

Your paperwork will not be returned to you, so please retain a copy of your documents for your records.

  1. Enclose copies of all required paperwork along with your license application which may downloaded from the link below.
  2. Determine the correct license fee for each of your pets.
  3. Make your check or money order payable to “City of Santa Ana.” Please do not send cash.

Licensing Locations

You may pay for your license in person at Santa Ana City Hall at 20 Civic Center Plaza in Santa Ana. Please bring your pet’s rabies vaccination certificate and spay/neuter certificate (if applicable) with you.
